Charlotte A. Biblow is a partner in the environmental, land use & municipal law and commercial litigation departments and leads the firm's environmental law practice group. She represents clients in environmental, land use and commercial litigation in both federal and state courts, before administrative agencies and had been lead trial counsel in both jury and non-jury trials. Ms. Biblow also represents governments and private developers in these areas of law, and provides counseling on land use and environmental/SEQRA issues. She also represents corporations, individuals and financial institutions in business transactions involving environmental due diligence, audits, and environmental regulations as they relate to business transactions. Ms. Biblow counsels clients about environmental permitting, regulatory compliance and investigation and remediation of environmentally impacted properties, such as brownfields sites, superfund sites and petroleum contamination sites. She is an experienced negotiator with federal, state and municipal environmental and land use regulators.

Ms. Biblow is a frequent contributor to the firm's Long Island Land Use & Zoning blog.

Prior to joining Farrell Fritz in 2003, Ms. Biblow was a partner in the Business Litigation/Appeals Unit of another prominent Long Island law firm and headed that firm's environmental, science and technology litigation practice group. She represented clients in all phases of civil litigation in both state and federal courts and before administrative agencies with an emphasis on environmental law, toxic torts, hazardous waste matters and commercial litigation. She also represented clients before governmental agencies regarding issues of regulatory compliance. Ms. Biblow started her legal career at the Law Department of the City of New York as an Assistant Corporation Counsel and was promoted to Deputy Assistant Chief of the General Litigation Division, where she represented the City of New York in environmental, civil rights and employment matters. During her time with the Law Department, Ms. Biblow conducted all phases of civil litigation in federal and state courts, was lead counsel on several jury and non-jury trials, and argued appeals before the New York State Court of Appeals and the Appellate Division.

Ms. Biblow received her Juris Doctor degree from St. John's University School of Law. She received a Master of Science in Environmental Health Science from Hunter College, which she attended on a teaching fellowship. Ms. Biblow received a Bachelor of Science Degree, cum laude, in Chemistry from the State University of New York at Albany. Prior to practicing law, Ms. Biblow was a doctoral student at Rutgers University in the Department of Environmental Sciences, which she attended on a teaching fellowship.

Ms. Biblow is admitted to the New York State Courts, the United States District Courts for the Southern and Eastern Districts of New York, the United States Courts of Appeals for the Second Circuit and the District of Columbia Circuit, and the Supreme Court of the United States. She is a member of the American Bar Association, the New York State Bar Association, and the Nassau County Bar Association. Ms. Biblow is a founding member of the Action Committee for the Environment, an affiliate of Sustainable Long Island.

Ms. Biblow is a member of the Board of Directors of Sustainable Long Island and is secretary of that organization. She serves as treasurer and a Board of Directors' member for the Queensborough Community College Fund, Inc. Ms. Biblow also serves on the boards of Unisphere Inc. and the Women's Fund of Long Island (formerly the Long Island Fund for Women and Girls). She helped design an innovative environmental education program for the Girl Scouts of Nassau County, which won a national award in 2006. Ms. Biblow served as a board member of the American Heart Association, Long Island Region from 1993-2007. In 2005, she was awarded the American Heart Association's James W. Dowling Award for outstanding service in advancing the heart program and stimulating public support to reduce disability and death from cardiovascular diseases and stroke.

In 2012, Ms. Biblow was inducted into The Queens Courier's "Top Women in Business" Hall of Fame. She was selected by the Bank of America Charitable Foundation as a 2011 (Local Hero) awardee through their Neighborhood Excellence Initiative. She was honored for her work with Sustainable Long Island and other not for profit charities. In 2012, 2010 and 2007, she received Long Island Business News' "Top 50 Most Influential Women in Business Award" for her business acumen, mentoring and community involvement. As a third-time honoree, she became a member of the program's Hall of Fame. In 2008, The Ward Melville Heritage Organization honored her with the "Heritage Partner Award" for her outstanding achievements in community service. In 2007, Ms. Biblow was honored by The Queens Courier and Queens Business Today as female "Professional of the Year."

Ms. Biblow has published several articles and has made presentations on a variety of topics, including brownfields, environmental law, SEQRA, the impact of environmental law on real estate transfers, land use issues and indoor air pollution. She writes a column for the New York Law Journal on New York Environmental Regulations.

Ms. Biblow has an AV Preeminent Martindale-Hubbell Peer Review Rating. She is listed in Martindale-Hubbell's 2011 Top Women Lawyers in the Northeast in Environmental Law.
